Montenegro’s citizenship by investment offering, introduced in 2019 and concluded at the end of 2022, was designed to channel foreign capital into priority sectors such as tourism and regional development. Structured around a government contribution and investment in approved real estate projects, it was presented as a carefully managed route supported by due diligence and aligned with national economic objectives. Its closure reflected the country’s broader effort to align with European Union expectations as accession negotiations advance.

Today, Montenegro no longer provides a direct route to citizenship through investment. However, it continues to offer alternative entry points for internationally mobile individuals. While there is no formalised “Golden Visa” framework, residence permits may be obtained through property ownership or business activity. These investment-linked residence pathways provide a foothold in a country widely regarded as one of the most advanced EU candidate states, even if they do not offer the immediacy once associated with citizenship-based routes.

Montenegro’s GDP per capita stands at approximately $13,000, with annual growth around 3%, supported largely by tourism and foreign investment. Within the Western Balkans, it ranks among the more advanced economies, outperforming countries such as Albania and Bosnia and Herzegovina, while broadly comparable to Serbia.

Quality-of-life indicators are relatively strong for the region, underpinned by a euro-based economy and Mediterranean lifestyle. Upon accession, however, Montenegro would remain among the smaller and lower-income economies within the European Union, likely aligning more closely with newer or peripheral member states while retaining growth potential as convergence progresses. Politically, Montenegro maintains a pro-European orientation, although institutional reforms remain part of its accession pathway.

It is important to note that residence in Montenegro does not confer European Union mobility rights. Free movement across the EU would arise only through citizenship, most notably if Montenegro completes its accession and its nationality carries full member-state privileges.

Against this backdrop, any reintroduction of a direct citizenship-by-investment route appears unlikely under current European policy trends. As Montenegro moves closer to membership, its approach is expected to remain aligned with EU standards.
