As tensions in the Middle East escalate, countries are ramping up efforts to evacuate their nationals from Lebanon amid the growing conflict between Israel, Iran, Lebanon, and Hamas. The situation has triggered fears of a new wave of refugees heading to Europe, with the UN warning of a looming humanitarian catastrophe. The conflict, which intensified after Israel’s ground offensive in southern Lebanon and Iran’s missile attacks on Israel, has already displaced hundreds of thousands of Lebanese civilians, further straining a country already hosting 1.5 million Syrian refugees. Meanwhile, global leaders urge restraint as the risk of a broader regional war mounts, adding urgency to international evacuation and aid efforts.
The United States, United Kingdom, France, and other countries are ramping up evacuation efforts. The US has deployed troops to Cyprus, while the UK and France have positioned additional military assets in the region. Australia, Canada, and China have secured commercial flights and placed aircraft for possible evacuations.
Meanwhile, U.S. President Joe Biden has urged Israel to respond “proportionally” to Iran’s missile attack, which saw over 180 missiles fired at Israel earlier this week. While Biden condemned the attack, he emphasized that he would not support an Israeli strike on Iran’s nuclear sites, stressing that military action should remain measured. Despite Biden’s call for restraint, Netanyahu vowed that Iran would “pay” for its aggression.
With Lebanon already home to 1.5 million Syrian refugees and the threat of a broader conflict looming, humanitarian agencies are warning of a dire situation. They urgently seek $425 million in funding to support basic services, as winter could worsen the already strained resources and infrastructure in the region.
UN Experts Condemn Escalation of Israel-Lebanon Conflict and Urge Civilian Protection
On September 30, 2024, UN experts, including Francesca Albanese, the Special Rapporteur on the situation of human rights in the Palestinian territories, expressed grave concern over the escalating conflict between Israel and Lebanon, warning that it risks triggering a wider humanitarian and geopolitical crisis. They condemned Israel’s extensive airstrikes in Lebanon and Hezbollah’s indiscriminate missile attacks, which have led to over 1,600 deaths and more than 8,000 injuries in Lebanon since October 2023. Notably, around 200,000 civilians have been displaced in Lebanon, with many families lacking access to essential services like clean water and sanitation.
In Israel, Hezbollah’s rocket attacks have reportedly caused deaths and injuries to dozens, displacing thousands in northern regions. The experts criticized Israel’s tactics in densely populated areas, arguing they violate international humanitarian law. They called for an immediate ceasefire and UN Security Council intervention to protect civilians and address the conflict’s root causes, emphasizing that neglecting the humanitarian crisis in Gaza will not resolve the deteriorating situation in Lebanon.
