The European Court of Justice’s ruling on Malta’s citizenship-by-investment programme closed a long-running debate that had overshadowed the sector. With that chapter finally settled, residency-by-investment has gained an additional spotlight.

The Malta Permanent Residence Programme (MPRP) underwent important enhancements to better reflect what today’s globally mobile families want.

A temporary residence permit can now be applied for as soon as an application is filed. This is a practical benefit for applicants who prefer to relocate early rather than wait on the sidelines. Added to that, property owners can lease their purchased residence in Special Designated Areas, when they are away from Malta. Rental tenants, on the other hand, can sub-let after five years, offering a pathway to generate income and optimise their return on investment.

Together with a simplified contributions structure, these improvements reinforce Malta’s position as a high-value, lifestyle-driven choice for investors planning their future mobility, education options and access to services.

Across the industry, regulators and policymakers continue to scrutinise residency programmes, and rightly so. Past inconsistencies in some jurisdictions affected the reputation of the entire sector.
