A Milwaukee County Circuit Court judge, Hannah Dugan, has been arrested and charged in federal court, accused of obstructing immigration agents and assisting an undocumented immigrant in evading arrest. Judge Dugan, who appeared in court on Friday and was released, faces two counts of obstruction and concealment.
The case marks an escalation in President Trump’s hardening posture towards judicial figures perceived as uncooperative with immigration enforcement. The Justice Department has pledged to pursue local officials who fail to assist federal authorities.

According to charging documents, federal agents in plain clothes entered Judge Dugan’s courtroom on 18th April intending to arrest Eduardo Flores-Ruiz, a Mexican national deported in 2013 but located after a recent domestic abuse arrest. Upon learning of the agents’ presence, Judge Dugan allegedly reacted angrily, called the situation “absurd”, and demanded the agents leave, arguing they required a different warrant. Witnesses claim she instructed Flores-Ruiz and his lawyer to exit via a restricted “jury door”, helping him avoid immediate arrest.
Flores-Ruiz was apprehended shortly afterwards outside the courthouse following a brief foot chase. He remains in custody and faces separate federal charges for evasion.
Supporters of the Trump administration lauded the move. Attorney General Pam Bondi accused Dugan of “obstructing justice” and compromising domestic violence victims by aiding a criminal defendant’s escape. Tom Homan, Trump’s border czar, warned on social media that judges impeding immigration enforcement would face prosecution. He also referenced a second case: that of Joel Cano, a former magistrate judge charged with harbouring alleged gang members.
Opponents of the administration, however, see the episode as a dangerous affront to judicial independence. Wisconsin Governor Tony Evers condemned the arrest, accusing the Trump administration of undermining the judiciary through “dangerous rhetoric.” Milwaukee’s mayor, Cavalier Johnson, warned that such actions could deter victims and witnesses from attending court. Democratic Representative Gwen Moore called the arrest “shocking” and suggested it smacks of federal overreach.
