This is where our latest Global Education Report becomes an essential resource. Analysing 72 countries, the report ranks higher education destinations holistically, taking into account affordability, long-term student outcomes, and migration pathways. Unlike standard university rankings that focus on tuition and prestige, our research highlights destinations that offer both world-class education and viable immigration pathways for students and their families.
According to the OECD’s Education at a Glance 2024 report, more than six million international students enrolled in universities abroad in 2023—a number projected to exceed ten million by 2030. As demand for quality higher education continues to rise, over 50% of the countries featured in our report offer student visa pathways that can transition into long-term residency, providing families with security and flexibility.

Education as the First Step to Residency
Many forward-thinking nations are actively developing policies to retain international students as skilled workers. The United Arab Emirates (UAE) is a prime example, having introduced its Golden Visa programme to attract highly skilled professionals and top-performing students. Since 2019, more than 158,000 individuals have obtained long-term residency through this initiative, according to the General Directorate of Residency and Foreigners Affairs (GDRFA), further establishing the UAE’s status as a global hub for talent, investment, and innovation.

Similarly, Europe offers attractive residency-by-investment programmes that allow families to access top-tier universities while securing pathways to citizenship. Portugal’s Golden Visa programme, for instance, enables families to invest a minimum of €250,000 to gain residency. After five years, this can lead to citizenship—unlocking the opportunity to study, work, and live across the European Union.
This approach also offers substantial financial benefits. EU residency or citizenship status allows students to pay lower domestic tuition fees instead of higher international rates, making quality education more accessible. Countries such as Spain, Italy, and Greece offer comparable investment migration options, combining academic excellence with long-term settlement opportunities.
Evolving Student Mobility Trends
Recent changes in global immigration policies have influenced student mobility patterns. According to a 2024 study by International Education Specialists (IDP), countries such as Australia, Canada, and the UK—once top choices—are now seeing a decline in international student interest due to stricter immigration rules. Meanwhile, the United States has reclaimed its position as the preferred destination for international students, despite ongoing concerns over high tuition costs and student debt.
For many families, investment migration presents an ideal solution. By securing residency or citizenship in a country with strong higher education institutions, they ensure their children’s access to leading universities while also gaining future work and settlement options.
As Nanette Ripmeester, Director of Europe and North America at the International Student Barometer, explains: “Since 2018, we have seen students rank future career impact as their highest priority when choosing an institution. Students want to ensure they have employability opportunities after graduation, making immigration policies a key factor in their decision-making process.”
