Portugal’s Property Market: Opportunities Beyond the Investment Migration Programme

An IMGW News Interview

Amid shifting narratives around investment migration, rising property prices, and growing scrutiny of Golden Visa and Residency by Investment programmes – particularly across Europe – Portugal’s real estate market has found itself at the centre of global debate. While such programmes are often blamed, sometimes unfairly, for driving housing inflation, a more nuanced picture is beginning to emerge.

Amidst these currents, Goldcrest, Portugal’s first dedicated buyer’s agency, offers a refreshing counterpoint. Rather than simply riding the wave of high-net-worth demand, the firm champions a more transparent, client-focused model, placing investor interests, market analysis, and long-term value above speculation.

To explore these issues and gain insight into Portugal’s evolving property landscape, IMGW News Editor-in-Chief Ray de Bono sat down with Gonçalo Peixoto, Head of Sales at Goldcrest. With a background in engineering and a sharp analytical lens, Peixoto offers a grounded, strategic view of what international buyers really need to know – and what lies ahead for Portugal’s most sought-after real estate destinations.

Unlike traditional real estate agents who work for the seller, Goldcrest acts exclusively on behalf of the buyer, providing impartial advice, expert negotiation, and a full-service approach from property search to purchase completion and beyond. Their independent model, extensive market access, and strong network of partners make them a trusted guide for global clients looking to invest or settle in Portugal.

In this conversation with IMGW News, Gonçalo shares his insights on market trends, financing options, and what international buyers should know when considering property in Portugal.

💬 1. Gonçalo, Portugal’s appeal remains strong even after the changes to the Golden Visa. What trends are you seeing among international buyers today?

🎤 Gonçalo Peixoto: Despite the recent adjustments, particularly the exclusion of direct residential property purchases from the Golden Visa programme, demand has remained resilient. Portugal continues to attract investors due to its lifestyle appeal, stable economy, and favourable tax regime. Increasingly, buyers are motivated by lifestyle factors rather than purely investment incentives. We’re seeing families relocating for better quality of life, digital nomads drawn by the climate and connectivity, and retirees seeking a safe and sunny place to settle. Property is still viewed as a sound investment, particularly in Lisbon, Porto, and the Algarve, where demand outstrips supply.

💬 2. As Portugal’s first buyer’s agent, how does Goldcrest help clients navigate the complexities of the market?

🎤 Gonçalo: At Goldcrest, our mission is to make the buying process as smooth and transparent as possible. Unlike traditional real estate agents who represent the seller, we act solely on behalf of the buyer. This means we are fully aligned with our clients’ interests. We help with everything from identifying the right property, negotiating the best price, conducting due diligence, and liaising with legal and financial experts. With over €250 million in transactions and more than 1,200 deals under our belt, our clients benefit from our local knowledge and established network. We also offer services beyond the purchase itself, such as rental assistance and property management, ensuring a long-term partnership with our clients.

💬 3. What’s your outlook for the Portuguese property market in 2025 and beyond?

🎤 Gonçalo: The fundamentals remain strong. Portugal offers relative affordability compared to other Western European countries, and we don’t expect that to change drastically. Supply constraints, especially in prime areas, continue to drive healthy price growth. The tech sector and foreign direct investment are also contributing to urban regeneration and economic development, making cities like Lisbon and Porto increasingly attractive. We anticipate continued demand from both European and non-European buyers, particularly those looking for safe, diversified assets in uncertain global times.

💬 4. Many international clients are unsure about financing options in Portugal. How accessible is financing for foreign buyers?

🎤 Gonçalo: It’s an important question. Financing is generally accessible to non-residents, although conditions vary depending on the bank and the client’s profile. Portuguese banks typically offer up to 70% loan-to-value for foreign buyers, and our team works closely with top mortgage specialists to secure competitive rates. Our role includes connecting clients to trusted financial advisors who understand the nuances of international property financing, helping them navigate paperwork and approvals efficiently.

💬 5. Finally, what advice would you give to first-time international buyers eyeing Portugal?

🎤 Gonçalo: Start with a clear understanding of your goals. Are you looking for a holiday home, an investment property, or a permanent residence? Once that’s defined, work with a trusted buyer’s agent who understands both the market and your personal needs. Always conduct thorough due diligence – this is crucial. Portugal is a fantastic market, but like anywhere, local expertise is essential to avoid pitfalls. And lastly, take your time. Finding the right property is a journey, and we’re here to guide you every step of the way.
