Minister Mohamed Saeed, the country’s Minister of Economic Development and Trade, announced the timeline during the 19th Global Citizenship Conference, held in London from 3 – 4 November 2025. The annual event, hosted by Henley & Partners, brought together policymakers, economists, and investment migration leaders to explore global trends, regulatory developments, and the evolving concept of citizenship and residence.

Minister Saeed said the programme represents a key pillar of President Dr Mohamed Muizzu’s Vision 2040, aimed at achieving economic diversification, attracting sustainable investment, and strengthening national resilience.

Charting the Maldives’ Path to 2040

Vision 2040, unveiled by President Muizzu earlier this year, sets out the Maldives’ ambition to attain developed-nation status through unity, self-reliance, and responsible governance. The Maldives, officially the Republic of Maldives and historically referred to as the Maldive Islands, is an archipelagic nation in South Asia situated in the Indian Ocean. Lying approximately 750 kilometres southwest of the Indian subcontinent, it stretches across a vast expanse of sea south of India and Sri Lanka.

The initiative will offer global investors the opportunity to obtain residency rights in the Maldives through qualifying investments in approved developments and assets. Details of investment thresholds and project categories are expected to be released in early 2026 ahead of the launch.

The programme’s development follows a landmark agreement signed in July 2025 between the Government of the Maldives and Henley & Partners, the global advisory firm specialising in investment migration. As reported earlier in July 2025 by IMGlobalWealth.news, the collaboration was established to design and implement the country’s first Residency-by-Investment framework, ensuring strong due diligence, transparent administration, and alignment with the Maldives’ sustainability goals.
