The IMA’s announcement on 18 July 2025 confirms the full reinstatement of Heng Sheng’s Citizenship by Investment (CBI) applications for the Grenada National Resort (GNR), allowing the project to proceed without further regulatory hindrances.

Full Reinstatement After Thorough Review

The IMA press release confirms that the comprehensive review, including reassessments from international due diligence providers, found no evidence of prohibited financing arrangements involving Heng Sheng Group or the Grenada National Resort. This marks the final resolution of the case, following the partial reinstatement granted earlier in June 2025 under enhanced scrutiny. With the suspension now fully lifted, Heng Sheng is back to operating at full capacity, allowing for continued progress on the Grenada National Resort project.

Heng Sheng’s Continued Commitment to Compliance

Throughout the review process, Heng Sheng Group fully cooperated with the IMA and took proactive steps to address the concerns raised. This included removing 25 non-compliant sub-agents from its network and establishing a dedicated Compliance Task Force to ensure full adherence to IMA regulations moving forward. Additionally, Heng Sheng has introduced an Independent Compliance Initiative aimed at setting new standards for the industry. The initiative includes third-party audits, enhanced due diligence processes, and regular public reporting to ensure continued transparency.

Spanning over 400 acres, the Grenada National Resort will be a significant asset to Grenada’s tourism industry, featuring 500 ocean-view suites, an 18-hole golf course, a casino, an amusement park, and a yacht marina.
