Dubai has unveiled an ambitious initiative aimed at helping residents take their first step onto the property ladder. Announced jointly by the Dubai Land Department and the Department of Economy and Tourism, the programme brings together more than a dozen developers, several banks and leading property platforms in a coordinated effort to make homeownership more accessible.

The First-Time Home Buyer Programme, officially launched on 2 July, is open to Emiratis and expatriates alike. Under the scheme, eligible applicants – UAE residents aged 18 and over who do not already own a freehold property – will enjoy priority access to new launches, preferential pricing on units valued up to AED 5 million, and bespoke mortgage products.

His Excellency Helal Saeed Almarri, Director General of the Dubai Department of Economy and Tourism, described the programme as “a powerful economic lever” designed to stimulate demand, drive liquidity into the market and strengthen Dubai’s positioning as a city where “personal aspirations and business ambitions converge.” He noted that the initiative directly supports the Dubai Economic Agenda D33 and the Dubai Real Estate Strategy 2033, which aim to double the sector’s contribution to GDP and expand homeownership across all segments of society.

His Excellency Omar Bu Shehab, Director General of the Dubai Land Department, said the initiative embodies the emirate’s vision for an inclusive, transparent and accessible property market. “By easing entry into homeownership, we empower individuals and families to invest in their futures while reinforcing Dubai’s reputation as a global benchmark for sustainable urban development,” he said.

Leading developers, including Emaar, Nakheel, DAMAC, Majid Al Futtaim, Azizi, Ellington and Meraas, have committed to offering enhanced commercial terms and early access to new off-plan projects. Participating banks such as Emirates NBD, Dubai Islamic Bank, Mashreq and others will provide tailored financing options, further lowering barriers to ownership.

Residents can register their property preferences and budget via the DLD website or Dubai REST app, and decide how they wish to be contacted. Upon registration, applicants receive confirmation of acceptance, while developers and banks are notified of their interest. Those preferring personal guidance can apply through approved brokers.
