An IMGlobalWealth.news Report

Argentina has unveiled what it says will become South America’s first citizenship-by-investment programme, confirming a minimum contribution of $350,000 and plans to begin accepting applications during the fourth quarter of 2026.

Luis Andrés “Toto” Caputo, Argentina’s Minister for the Economy

Economy Minister Luis Caputo announced the initiative during Argentina Week in Paris, setting out two principal routes: a non-refundable contribution of $350,000 to the National Treasury or an investment of $800,000 in an Argentine sovereign bond created specifically for the programme.

Family members may also apply. A spouse and each unmarried, childless child aged between 18 and 25 will require an additional Treasury contribution of $100,000. The charge for each child under 18 will be $25,000.

Under this structure, a family comprising a principal applicant, spouse and two minor children would contribute $500,000 through the Treasury route.

The three releases do not specify the maturity, yield or holding conditions attached to the $800,000 sovereign bond. Those details, together with application procedures and the precise opening date, are expected to be announced by the Argentine authorities in due course.

The government is being advised by Argentina Mobility for Investment and Global Opportunity Limited, known as AMIGO. The consortium brings together five international investment-migration firms: AIM Global, Apex Capital Partners, Arton Capital, Latitude Group and Passport Legacy.

According to the consortium’s announcement, AMIGO has been advising the Argentine Government on the programme’s design and implementation and will continue supporting the authorities through its implementation and launch. Its technical advice is being provided at no cost to the Argentine state.

All decisions concerning applicant eligibility, due diligence and the granting of Argentine citizenship will remain exclusively with the Argentine authorities.

Applications will be assessed by Argentina’s Agency for Citizenship by Investment Programs, or APCI, working with the State Intelligence Secretariat, Financial Information Unit and the security and interior ministries.

Checks will cover applicants’ identities, the lawful origin and traceability of funds, assets and finances, jurisdictional risks, criminal and reputational records and immigration histories. Funds must pass through the formal financial system and comply with applicable anti-money-laundering, counter-terrorist-financing and financial-transparency requirements.

APCI will submit its recommendation to the National Directorate of Migration, which will approve or reject each application. International due-diligence specialists are also expected to participate in the assessment process.

The announcement follows an earlier attempt to establish an operating structure for the programme. An international tender to appoint a master agent reached the pre-adjudication stage before the Economy Ministry cancelled it on April 14 following formal challenges from bidders. No contract was awarded.

Unlike the earlier proposed master-agent model, the arrangement announced today retains programme authority with the Argentine state while drawing on technical advice from the five AMIGO members.

The wider legal position also remains under scrutiny. Argentine courts have ruled against provisions of the 2025 emergency decree that transferred naturalisation powers from federal judges to the executive branch. Those proceedings did not concern an application under the new investment programme, but they have raised questions about elements of its underlying legal architecture.

Applications are not yet being accepted. Argentina says the programme will become operational before the end of 2026, with further rules expected ahead of its formal opening.
