Argentina has formally appointed a director to oversee its emerging investment migration framework, signalling continued momentum despite the recent cancellation of a key tender process.
According to Decree 285/2026, published in the Boletín Oficial de la República Argentina, Aixa Granara has been named Executive Director of the Agencia de Programas de Ciudadanía por Inversión (APCI), the body responsible for administering the country’s Citizenship by Investment framework.
The appointment provides the clearest indication to date that authorities intend to proceed with the initiative, albeit under a revised structure.

Official procurement records on COMPR.AR confirm that a separate tender intended to appoint a private-sector operator had progressed to the pre-adjudication stage before being cancelled in April 2026. The process had already identified a preferred bidder following technical and financial evaluation.
The combination of these developments points to a strategic recalibration. Rather than pursuing an outsourced delivery model, Argentina appears to be moving towards a more centralised, state-led approach to programme design and implementation.
