This approach is consistent with the recommendations of international financial institutions such as the IMF and the World Bank, both of which have underscored the need for the Maldives to broaden its economic base. The IMF projects real GDP growth of around 5% in 2025, driven by robust tourism activity.
Meanwhile, the World Bank forecasts 5.7% growth while emphasising the urgency of diversification to reduce dependence on tourism. The Government’s policy focus on sustainable investment, innovation and new sectors directly responds to these recommendations to strengthen economic resilience and fiscal stability.

At the Global Citizenship Conference held in London in November 2025, the Maldives unveiled a preview of one of the programmes that will lead this transformation: the Maldives Pearl Residence.
Scheduled for official launch in 2026, the programme is being developed as a long-term investor facilitation framework, enabling global investors to contribute directly to the nation’s growth through carefully regulated, high-value investments with long-term residency benefits.

The Maldives Pearl Residence will provide a secure, transparent and structured avenue for investment in sectors approved by the Government. It is being developed through a partnership between the Government of Maldives and Henley & Partners, the global leader in investment migration and government advisory, under an agreement signed on 1 July 2025.

This initiative is not a citizenship programme, but a carefully designed long-term residency framework that balances the developmental priorities of the Maldives with its national interests. It is strategically curated to attract high-net-worth and ultra-high-net-worth individuals seeking diversified, responsible avenues for global investment and long-term engagement.
The Government remains fully cognisant of domestic sensitivities surrounding such programmes, all of which are being addressed through a comprehensive legislative and regulatory framework currently in development.

What makes this initiative different is its integrity of design and strength of execution. Every element, from vetting and due diligence to governance, compliance and delivery, is being developed under Government oversight with the participation of key national institutions.
